eHealth Exchange News and Deadlines
As of February 5, 2018, eHealth Exchange has implemented a new, robust content testing certification process that applies to all participants – both current and prospective. This means that the HITSP specification C32s / R1.1 CCDAs / R2.1 CCDAs that your eHealth Exchange technology solution provides to other participants must pass eHealth Exchange content validation in order to become or remain an eHealth Exchange on-boarded partner or product.
Requirements for content testing apply even if your organization is not the original author of the document being exchanged. It is important to understand that the party connecting to eHealth Exchange is held responsible for all documents sent regardless of who actually authored the document.
Under these new requirements, checks include validations against HITSP specification, HL7 C-CDA version 1.1/2.1 specification, as well as 2011, 2014, and 2015 Meaningful Use (MU3) Program Certification requirements. This new requirement is in addition to the continuing Product or Partner testing, including Developer Integration Lab (DIL) testing for transport, content, and security characteristics.
Timing:
According to eHealth Exchange, existing participants are given 12 months from the 2/5/18 program-start date to submit the results of initial testing to eHealth Exchange. If there are any issues found with the documents, there is an 18 month period from the point of testing to make corrections and re-test.
Keep in mind, while this testing shares some similarities, eHealth Exchange Content Testing is distinct from National Institute of Standards and Technology (NIST) testing.
According to eHealth Exchange’s Content Testing Program documentation, each of the 20 distinct organizations involved in the recently concluded content testing pilot had one or more documents fail validation.
