This is part three of a three-part series recapping the interesting takeaways from the 2016 Strategic HIE Collaborative (SHIEC) Annual Conference. The first topic we addressed was There is more than one way to implement a successful Patient Centered Data Home(™). Our second topic was HIE’s remain concerned about Commonwell and Carequality Initiatives.

Now, here is the third and final key takeaway from the Zen team.

#3 – Integrating Behavioral Health and Physical Health –  the Next Frontier in HIE

With the increased focused on the importance of integrating medical and behavioral health to improve health outcomes and the Opioid crisis, it is not a surprise that this was a key topic of discussion among conference attendees. Several state HIE’s are working closely with the Substance Abuse and Mental Health Services Administration (SAMHSA) to pilot or implement HIE facilitated exchange of sensitive 42 CFR Part 2 data.

Zen Healthcare IT was pleased to be a technical partner for Arizona Health-e Connection’s Opioid pilot with SAMHSA. This pilot demonstrated the ability to connect the HIE with Consent2Share, a SAMHSA sponsored open source granular level consent management tool. Consent2Share offers a portal for patients to manage their own granular level consent settings.

It is critical that patient’s undergoing opioid treatment receive consistent, uninterrupted access to treatment.  However, sometimes patients’ have a need to travel or might relocate to a corrections facility.  The idea is to be sure that patients can easily modify consent settings when they transition to a different treatment facility to ensure the new provider can access their treatment plan history.  An  Arizona, they demonstrated that the HIE could successfully send a clinical summary document (C32 in this case) to Consent2Share.  Consent2Share then applied the up to date patient consent settings to the information within the summary document and returned it to the HIE, redacting any data that the requesting provider is not allowed to see.  This communication between the HIE and Consent2Share happens within seconds and is invisible to the requesting provider.  The result is either a rendered Clinical Summary Document with the Opioid treatment data (and other clinical data) or a neutral response that results cannot be returned.

We expect more HIE’s to begin tackling the tricky issue of handling highly sensitive data such as substance abuse treatment data as we move into 2017. SHIEC members will find tremendous value in sharing strategies and lessons learned.

Congratulations to the Arkansas Office of Health Information Technology for their ONC award announced this week:  The Arkansas project will implement interoperable, bi-directional health information exchange with behavioral health providers.

The collective wisdom of the SHIEC membership and partners is incredible. And, the experiences shared, questions asked, advice given, and the many great takeaways from the conference were invaluable. It truly represented a “Zen” moment for our team and hopefully for you also.
